From 1st to 8th of November 2009 NGO Fractal organized Enclavia Lobby Visit to The Hague and Brussels. This lobby visit is part of the Enclavia program for lobby and self-advocacy initiatives to improve the position of the Serbian community in Kosovo. The lobby group is composed of 5 Kosovo Serb representatives from enclaves south of the Ibar river. All of them are actively engaged in their communities and have participated in several civil society activities.

They have been carefully selected, based on their engagement and on a diverse representation of different Serbian enclaves.
Participants have opportunities to meet different institutions and NGO representatives:
OSCE High Commission on National Minorities
Dutch Parliament
Dutch Ministry of Foreign Affairs
European Parliament
European Commission
Council of EU
NATO
US Mission in EU
European Peace Building Liaison office
Netherlands Institute of International Relations – Clingendael
