Project partner "Partners Kosova"

Six years after Kosovo conflict in 1999 around two hundred thousands of Kosovo Serbs remain displaced. Their return to their homes and reintegration into sustainable multi-ethnic communities has been impeded by continuing ethnic tensions, particularly between the Albanian and Serbian communities in Kosovo.

In the cooperation with the partner organization from Kosovo “Partners Kosova”, Fractal plays an intense role in the reintegration process for returnees to Kosovo. Fractal and Partners Kosova defined the two locations for return in Kosovo: Obilic and Babljak. Fractal will identify the potential families that want to return to Kosovo in order to initiate the process of sustainable return.

Main goal: There are two aspects of the project focus: return & reintegration of Kosovo Serbs IDPs

• To identify the major obstacles to effective return and reintegration of Serb community in the social, political and economic life of the region and develop strategies for overcoming these obstacles
• To increase local capacity to implement effective Serb community return and reintegration policies through the building of advanced change and conflict transformation skills
• Improve institutional relationships necessary for achieving Serb
community return and reintegration (especially in the regional level)
• Implement at least 6 pilot programs in Serbia and Kosovo to foster Serb return and reintegration
• Share lessons learned among practitioners in the region through a publication on best practices and a regional conference

In this project, Fractal cooperates with Partners Kosova and International organizations that are concerned with the physical return, building houses, providing security, offering humanitarian aid and other return and reintegration issues.
