EoS or Evolution of Solutions is a joint project of CEAS and NGO Fractal initiated with an idea to give modest but nevertheless important contribution in assisting and encouraging the wider public in Serbia to take a pro-active and more decisive role when the issues of collective and human security are in question. EoS is structured at reaching the following goals through a well structured set of educational and informative activities offering a broad platform for inclusiveness.

The main objectives:

To encourage fact based debate on Serbian political and security integrations. To supply relevant information and facts and to enhance public understanding, participation and decision making about Serbia’s security future focusing on: NATO and International Organizations, Western Balkan and ECSDP, Western Balkan and NATO, Serbia and NATO;

To encourage active public discussion on the importance of adoption of good governance practice, process of strengthening democratic and civilian control of the armed forces and to promote and raise awareness about best practice and examples in this field;

To use existing and to create new mechanisms and channels in order to communicate a breadth of views and perspectives collected throughout the project with relevant institutions i.e. Ministries, Government, NATO, the EU, and other relevant institutions, etc.

To promote basic values of the rule of law, protection of human rights, wider and permanent citizens participation and to follow and contribute in debate about global dilemmas that new security threats bring and how fighting against them challenges values in modern and stable democracies.

Activities and Methodology

A number of panel discussions across the country will be organized. Also, intended is a series of educational activities that will offer first of all to students and youth, an opportunity to explore different security related issues in a detail. Two conferences will be organized in Belgrade devoted to the NATOinternal dynamics and Alliance’s New Strategic Concept, in the period pre and post Lisbon summit.

In order to process security issues from manifold perspectives and across full range of issues (parliamentary control, national defence and security, international security framework, EU and NATO integration etc), a web portal will be designed/ launched.
