One of the Fractal’s strategic objectives since its foundation in 2001 is to assist in increasing political representation and democratic participation of Kosovo Serb community. Since December 2005 Fractal follow development of political party “Samostalna Liberalna Stranka”(SLS). SLS is a new political party that merged within Kosovo Serb community starting almost from scratch. SLS is local political initiative, independent from Belgrade policy.

In the beginning Fractal organized several capacities building training for SLS on different topics (building and development of a political party, internal communication in political party, procedures of political parties, etc...).

As result of last Kosovo elections despite general boycott of Kosovo Serbs SLS won 3 seats in Kosovo Parliament. With colleagues from the other Kosovo Serb and minority parties they together established SLS Parliamentary Group with eight members of Parliament.

The NGO Fractal with support from the Organization for Security and Cooperation in Europe (OSCE) support the SLS parliamentary group in ongoing constitutional processes in Kosovo, issues of slow implementation of peace processes and agreements, complexities of government structures, unresolved status issues and urban–rural divide, stand in the way of democratization and stabilization.

In the context of processes of transition and European integration in the Western Balkans, strengthening laws and policies aimed at advancing and protecting rights of communities in Kosovo, but moreover, ensuring their effective implementation, remains is a key challenge. Within this context Fractal and OSCE has identified community equality in constitutional reform as a precondition to further advancement of rights of minorities in Kosovo. A focus on influencing reforms to the constitutions from a this perspective emerges as a critical one-time this projecet giving opportunity for strengthening commitment to minority rights in landmark legal documents that stand to strengthen implementation of commitments to community equality across all other legislation.

The purpose of the project is to strengthen the commitment, capacity, and accountability of SLS parliamentarian group to support community rights and interests through partnership with a civil society. In same time to enhance the capacity of minority communities advocates using democratic and institutional frameworks, mechanisms and tools in ongoing advancement and improvement of rights and interest of communities.
